Here's a guide on how to take down Dmitri Popov in The Precinct.
Dmitri Popov is one of the major targets in The Precinct. The mission does not involve a direct confrontation. Instead, it revolves around intercepting a weapons shipment from the air while ground units handle the takedown. Before any of that happens, enough Evidence needs to be collected to trigger the mission briefing.
Before the Mission
Head to Upgrades and make sure the Commandeer Ability is unlocked. It makes suspects pull over faster during vehicle pursuits, which helps ground units close out chases more quickly. If the upgrade is not in place yet, do a shift or two to earn the tokens needed.
Getting into Position
Once the briefing is done, head to the roof and get into the chopper with Martinez. Fly to the Docks and hold position until the signal comes through on the radio. Do not move in early - the mission requires waiting until the weapons handover is fully complete before intercepting.
Stopping the Vehicles
Once the suspect vehicles start moving, lock the Spotlight onto the first one and keep it there. Call in Cruisers, Stingers, and Spike Strips to cut them off. The vehicles will run through different parts of the city before ground units bring them down.
As soon as one is stopped, move the Spotlight to the next. Keep calling in ground support throughout - staying on top of each vehicle is what keeps the operation moving. Once all vehicles are accounted for, Popov gets picked up on the ground.

The Interrogation
After the mission wraps up, head to the Interrogation Room. Popov will not give much up, but the arrest moves the case forward in The Precinct and puts Charles Wong in the crosshairs next.
