What Regional Development Level Does

Outposts and Prosperity

The biggest source of Metric is connecting outposts and raising their Prosperity. Open the menu, pick Regional Development, then Outpost Management, and trade goods with the outpost. Other Sources of Metric

Stock Bills

Reaching Wuling Level 9

Patch 1.1 raised Wuling's outpost cap and added new levels. A terminal tucked into a corner of the map must reach level 3 before the region reaches level 9. Plenty of players forget about it.
