Here's a guide on how to power and use the Vehicle Elevator in Outbound.
The Vehicle Elevator in Outbound cannot be used until it is powered on first. Pulling the lever at the bottom without activating the system first does nothing - the prompt will read "System is not powered on." The power switch is at the top of the mountain above the elevator, so getting up there is the first step.

Getting to the Top
There are two ways to reach the top. The first is to drive around the mountain and find a path that leads up to the control area. The second is to climb the rocks directly. Climbing in Outbound allows movement up steep surfaces by pressing E and jumping in short bursts.
Keep pressing E and jumping upward along the rock face - the character will not fall back down between inputs. It takes a little patience on the steeper sections, but it gets to the top quickly.
Powering the Elevator
Once at the top, look for the switches near the control area. Press the middle switch to power the system on. Once that is done, the levers nearby become usable, and the Vehicle Elevator is ready to operate.

Using the Elevator
Pull the lever to send the elevator down. A barrier at the bottom will open once it arrives. Drive the vehicle all the way inside and make sure it is parked properly. Then pull the lever again to bring the elevator up. That’s all it takes to move the vehicle between levels in Outbound.
