Here's how to farm four Hunter keys and open the Specter's Gloves chest in The Division 2.
Specter's Gloves are named gloves added in the Echoes of Central Park DLC for The Division 2. You earn them by defeating four secret Hunters in Central Park and opening a chest. They carry 8% Damage to Armor and belong to the Walker, Harris & Co. brand.
How to Unlock Specter's Gloves in The Division 2
Defeat all four Hunters in Central Park to earn four Nightmare Keys. The Hunters are tied to the Murder and Shapeless masks. The other two masks are Craquelure and Piercing Gaze.
With all four keys, go to the Tower Settlement and open the reward chest. Specter's Gloves and the Killer skin (a weapon cosmetic) drop inside.

Specter's Gloves Attributes in The Division 2
In The Division 2, Specter's Gloves roll with 8% Damage to Armor. Contractor's Gloves share that attribute. They come from Petrov Defense Group and add 12% LMG damage.
Upgrading the gloves to Prototype (an upgrade tier for gear) raises that attribute to 12% Damage to Armor. Reportedly, the DLC normalizes Prototype Gear inside Central Park, so the extra 4% may not apply there.
How Walker, Harris & Co. Bonuses Work
One piece of the Walker, Harris & Co. brand gives 6% Weapon Damage. Two pieces add 5% Damage to Armor, and three pieces add 10% Damage to Health.

The gloves count as one piece, so you need one more brand piece for the two-piece bonus. The NinjaBike Messenger Backpack can fill that slot, since its Resourceful talent counts as an extra piece for brand and gear set bonuses.
Reach 17% Damage to Armor
With the two-piece bonus active, the gloves give 13% Damage to Armor at base (8% plus 5%). After a Prototype upgrade, the total reaches 17%. Damage to Armor means extra damage against an enemy's armor bar.
Builds for Specter's Gloves in The Division 2
In The Division 2, the gloves reportedly suit builds that do not use LMGs, since Contractor's Gloves already cover that role. NinjaBike builds reportedly benefit most, and the backpack makes the two-piece bonus easy to reach.

These gloves do not replace every damage option. The Overdogs exotic gloves reportedly still deal more damage, but their Weakest Link talent only pays off against lower-tier enemies. Loaded for Bear is reportedly bugged and fills a different role.
The two-piece Unit Alloys bonus adds Assault Rifle Damage against health and armor alike. Swapping it out for Damage to Armor is not automatically an upgrade, so compare both in your own build. Testing was still early, so try these pairings yourself before you rebuild a loadout.
What to Do Next
Farm the four Hunters and collect their Nightmare Keys if the chest is still locked. Then visit the Tower Settlement and claim the gloves. Pair them with a second Walker, Harris & Co. piece or the NinjaBike Messenger Backpack. Test the result in The Division 2 against your current gloves.
Farm four Nightmare Keys, open the Tower Settlement chest, and pair Specter's Gloves with a second Walker, Harris & Co. piece for up to 17% Damage to Armor.
