Here's how to complete the Water Treatment Plant puzzle in Rust.
The Water Treatment Plant puzzle in Rust only requires a Blue Keycard and one Electric Fuse. Radiation is minimal here, limited mostly to the water tower and the drains beneath the plant, so heavy protection is not necessary for this run.
This also makes it the only blue card puzzle that skips the green card step entirely, making it one of the more approachable options for solo players still working their way up the keycard chain.
Opening the Blast Doors
Head to the central building at the middle of the plant and locate the large wheel on the blast doors. Turning the wheel slowly raises the doors enough to duck through and enter.
Inside, a motorcycle and a few crates sit near the entrance, sometimes including military crates. Head up the stairs and into the control room on the right.

Powering the Fuse Box
Open the fuse box inside the control room, insert the Electric Fuse, and start the timer. This begins the countdown, so moving quickly from this point matters, though the window is generous enough that there's no need to sprint the entire way.
Exit through the door and head toward the long building nearby. Using a vehicle or sprinting helps avoid wasting the window, even if the timer itself isn't especially tight.
Reaching the Blue Card Room
At the second building, pass another motorcycle and head up the ladder or staircase toward the door marked for the Blue Keycard. Swipe the card to open it.
Inside, expect a mix of crates and a Diesel Barrel, along with a chance at more military crates - around six or seven crates in total sit behind this door on a typical run. A separate room nearby holds the Red Keycard along with some Blueprint Fragments.

Finishing Up
Once the loot is collected, hitting the switch near the red keycard's desk reopens the door for a clean exit. The straightforward layout makes this one of the easier blue card puzzles to run consistently, and since keycard-door loot tends to respawn faster than open crates elsewhere on the map, it's a puzzle worth returning to more than once per wipe in Rust.
